工信部"三定"方案:通信管理局实行垂直管理
7月3日消息，7月2日下午，工业和信息化部召开全国工业和信息化工作电视电话会议，会上，工信部部长李毅中表示，3G部际协调小组已成立，同时要积极推动TD-SCDMA商用测试，确保TD-SCDMA初战必胜。

该次会议是工信部成立以来最重要的一次会议，会议由工业和信息化部副部长、党组副书记奚国华主持，工信部党组成员、下属国防科技局、国家烟草专卖局领导班子成员、各司局负责人参加。
会议的主要议程是传达部主要职责、机构设置有关情况，部署下半年工作。
工业和信息化部部长、党组书记李毅中做了主要的发言。关于TD-SCDMA方面，他说，要积极推动TD-SCDMA商用测试、深化电信体制改革、重大科技专项等重点任务的落实。
其一，抓好北京城区TD-SCDMA基站的补建，确保TD-SCDMA话音质量；其二，是确保TD-SCDMA手机电视在奥运期间的试用。
他表示，TD-SCDMA的发展关系到我国建设创新型国家、走自主创新道路的决心和信心。要全面落实支持TD-SCDMA发展的各项政策措施，组织中国移动等单位，按照服务奥运的要求，做好网络优化、奥运特色业务提供、2G/3G互操作等工作，解决试商用中间出现的问题，确保初战必胜。
对于电信业重组，他则说，要深化电信体制改革，做好改革期间的通信保障和队伍稳定。
成立3G部际协调组
会上，李毅中透露，3G部际协调小组已成立，由工业和信息化部牵头。
据悉，此前我国曾成立过一个C3G研究开发领导小组，由科技部高新司司长冯记春任组长。当时，该小组是从1999年开始由科技部信息产业部、国家发改委联合组成，外界曾简称为“中国3G领导小组”，主要的职责是组织了全国几十个企业、高校和研究院参加了中国3G开发项目,对TDCDMA、WCDMA、CDMA2000三种技术进行了全面的研究和开发，不过，目前TD-SCDMA已经不是研究阶段，而是进入产业化阶段，因此，该小组已经难以发挥作用。(康钊)
暴力抗议影响蒙政局稳定
民主党对选举结果不满，首都乌兰巴托发生暴力抗议。蒙媒体报道，选举存在贿选等诸多违法行为，选票统计也可能不精确。民主党对选举结果提出了质疑。该党主席额勒贝格道尔吉于7月1日表示，民主党不接受选举结果，将采取措施，揭露选举中的舞弊行为，并要求重新计票。当天，首都乌兰巴托市爆发了2万人左右的示威抗议活动。下午，抗议活动演化为暴力事件。抗议者冲闯警察，纵火焚烧人革党总部，并向大楼投掷燃烧瓶，进而乌兰巴托市区出现了抢劫、破坏等暴力犯罪。市中心苏赫巴托广场附近的一些文化中心被破坏，包括马头琴交响乐团大楼、爱乐乐团大楼、现代艺术画廊和中央文化宫。虽然建筑物基本完好，但办公室被抢，马头琴交响乐团和爱乐乐团的大部分乐器被偷或被毁。蒙警方向示威者发射橡皮子弹、释放催泪瓦斯。警方已逮捕了700多人。据蒙媒体披露，民主党向部分抗议者许诺金钱和酒，煽动抗议。另据蒙媒体报道，选举后，在农村地区也出现了数起抗议，但规模均较小，在30—40人左右。这些抗议并无暴力行为。
蒙古首都进入紧急状态。总统恩赫巴亚尔呼吁和平合法地解决冲突，并出面在人革党和民主党间进行协调，同时宣布从7月1日23点30分起，首都乌兰巴托进入为期4天的紧急状态。这是蒙古首次宣布进入紧急状态。在此期间，禁止举行游行示威，市中心禁止车辆通行，晚10点至早8点外出需出示证件，不能使用公共广播系统或其他公共交流手段（也即封闭电视台和电台等），禁止在公共场所贩卖或饮用酒精饮料，禁止携带武器。蒙古政府称，已经做好了应对各种情况的准备，现已动员军队帮助维持秩序，并且鉴于抗议蔓延到其他省份，也已要求边防军做好准备。
蒙古国内局势已接近平息，预计反对派不可能再发动暴力抗议行动。被认为挑起暴力事件的民主党、公动及共和党等党派的领导人在暴力事件后纷纷撇清责任，宣称与暴力活动无任何关系。民主党主席额勒贝格道尔吉在医院探望伤员时甚至指责政府没有采取有力措施，致使暴力行为升级。目前警察正在根据现场取证材料继续逮捕暴动的参与者。在蒙古政府对局势的有力控制下，蒙古社会可望重新稳定。
蒙古日益严峻的经济形势考验人革党政府的执政能力。西方观察家指出，改善经济状况是蒙古民主政体得以发展的关键，此次选举是对蒙古民主制度有效性的测试。当前全球经济形势严峻，粮食、石油等战略资源价格高企，而蒙古经济结构单一，能源、居民生活必需品主要依赖进口。负责蒙古90%原油供给的俄罗斯石油公司在过去三个月里两次提价，平均每次20％。去年以来蒙国内小麦价格上涨近一倍。蒙国内贫富差距逐渐扩大，贫困人口占总人口的1/3，且失业率居高不下。暴力抗议使得预期下届议会通过的矿产法修正案有可能再度延迟，从而影响数个大型矿产开采项目的进行，从而对依赖矿产出口的蒙古经济产生不利影响。人革党政府能否妥善应对高通胀与高失业，将直接关系其执政地位稳固与否。(袁冲 中国现代国际关系研究院)
